Here many are doing the opposite. Use the url length-length with the expectation of more keyword entered.

Whether to do it or not, the default permalink on blogspot (Google's) if it is not in the custom also will automatically cut the permalink that is too long.
For our way (change) it's pretty simple, the permalink in the visual editor menu hover over the bottom of the posting title and click "Edit".
